In Cuba, surfing spent decades in a legal gray zone, watched by the authorities. Havana Libre follows two Havana surfers, Frank and Yaya, building boards from scratch and fighting to make the sport legal. The Tokyo Olympics gives them a shot at bringing it into the open.
